Connecting to a management EC2 instance from an EC2 instance launched from a worker

We have an AWS-based application that runs on EC2 instances.
When the application starts, it creates “manager” EC2 instances. These manager instances are linked to (through Elastic IPs) to an EC2-based load balancer.
Then, if the manager instance needs to perform work, it launches an instance from the “worker” ECS cluster. This worker instance is an EC2 Instance type, but it has a “task role” that enables it to run the manager instances.
The problem is, how do I get the manager EC2 instances to connect to the load balancer?
After all, my worker instance does not have access to the management instances, and the worker EC2 instance can’t pass any details around about who it is to other instances.
I thought that maybe the instances could use the EKS Service Discovery system. I expected that the load balancer would identify that an instance had the DNS name “eks-manager.example.com”, and then configure the instance to listen on that address on TCP port 6443.
However, if I open a terminal on the EC2 instance, and run an iptables -S rule to show current ruleset, I can see that the EC2 instance isn’t listening on port 6443:
