In Windows 10:
The beep is the default system sound for a few situations, not all.
But you can change the frequency and duration of the default beep by using the Settings app under Sound > Sound settings > Change the beep for a few seconds.
In particular:

To change the default beep, open Windows Settings and then click on System.
Under the Sound subsection, click on the Change the beep for a few seconds link.

You can change the beep frequency of the OS from Windows 10 by simply (painfully) opening up the Windows registry and changing the “Default Beep Frequency” value for the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Defaults\Notify” key with your desired setting.
If you do this there are a couple of things to note:

You may not have access to the registry or you might be prompted to allow this when you start the app.
There are multiple Default Beep settings depending on your system specs, for example if you are running on a 64 bit OS, then there are 3 values you can change:
DefaultBeepDeviceIdentifier
DefaultBeepDeviceIdentifierMajor
DefaultBeepDeviceIdentifierMinor
