The best-performing investment among small cap and mid-cap stocks so far this year has been energy. The S&P energy sector has gained 30.1 percent compared to the S&P 500’s 5.1 percent rise, helping boost the energy-focused XLK small cap exchange traded fund (ETF) by 30.2 percent. By comparison, the XLK has gained only 21.7 percent over the last year.
Total Energy Utility ETF (XLE) is the first U.S.-listed exchange traded fund (ETF) to specialize in the energy sector, and third globally, following the U.S. Department of Energy Enterprise ETF (GEX) and the XLE, both Europe-based. The XLK invests more than 90 percent of its portfolio in publicly traded, well-known companies whose operations are closely tied to the energy industry, according to the fund’s prospectus.
The XLK recently saw its biggest weekly gain since late November 2008, however. Over the last two weeks, the XLK has gained 7.8 percent, compared with the S&P 500’s 0.3 percent and the Russell 1000’s 1.2 percent. Over the last year, the XLK is up 9.5 percent compared with the S&P 500’s 7.9 percent rise.
Among the drivers of the XLK’s recent gains are energy and technology stocks, the XLK’s biggest holdings. The XLK’s biggest holdings are Exxon Mobil, Chevron and Halliburton, all of which are energy stocks, according to the prospectus.
“Energy continues to outperform,” said Jeffrey Spalding, manager of the $7.5 million John Hancock Capital Management small-cap fund, which is seeking to beat the XLK. “That’s what the market thinks. There’s a school of thought among traders that this is the energy rally and the U.S. government is going to have the highest fiscal deficit of any government in the last 50 years, and the budget [deal] is going to be less than 1 percent of the GDP. That may be a bit of overcorrection.”

On Monday, the city began issuing drone licenses to those who are at least 13 years old, according to the city website.
“Individuals who have successfully completed the online test and exam must then provide the city with, at a minimum, two forms of photo identification, such as a driver’s license or state-issued ID card,” the information sheet reads.
The city estimates that licenses will cost between $75 and $100, but will provide a bevy of perks including:
• Not having to apply in person
• Not having to pay a fee in person
• Not having to wait in lines
• Not having to show up in uniform
• The ability to fly within five miles of a neighboring municipality

The NYC Civil Aviation Administration — the governmental body that oversees the regulatory body — requires the agency to receive minimum of 45 hours of dual instruction per year in order to maintain a license.
Additionally, those who must be 13 or older can only fly within five miles of their “home” municipality and “should avoid flying during the first and last hour of the day, ” the website reads.
