MONTREAL — Stephen Harper’s third attempt at becoming prime minister is emerging as a lesson in sour political fate for Canadians: Even if the Conservative leader is not personally corrupt and foreign agents have not infiltrated his government, his Conservative party still faces an obstacle it will not be able to surmount: Quebec.
Supporters of Harper’s rival, Stéphane Dion, are feeling confident following the recent federal election campaign in which Harper, as was expected, lost the popular vote. Yet the reaction from Quebec has been markedly different, raising new questions about how the Conservatives will fare in October’s vote, when only Quebec, Manitoba and New Brunswick will go to the polls.
Over the past three elections, Quebec has gone red, only to be taken to the polls a few months later by the Liberals.
Harper seems unlikely to fit the pattern, given his wide base of support in Quebec and the reaction to his being named party leader.
But a political analyst who knows Harper from his days as head of the Canadian Alliance says the public perception of his leadership is not matched by the reality.
“He does not inspire confidence with Quebecers,” said Constance Backhouse, a Montreal political scientist who has worked as a consultant in Quebec for over a decade.
That may not be a big surprise for long-time Harper watchers in Ottawa, who were already aware Harper spent little time in the province at campaign stops and was forced to drop out of a campaign in May 2002 when he broke his leg.
“But of course the question is how does he do in the southern half of the province?” Backhouse said. “Is he really from Quebec? Is he really a Quebecer?”
Political analysts are not completely sold on Harper’s chances in Quebec. Perhaps more than in any other province, the majority of the political analysts interviewed for the survey are aware of Harper’s Quebec vulnerability.
